Expecting fireworks during 2024 Spring Festival? Check regulations in some areas of Guangdong

As the 2024 Spring Festival is around the corner, notifications about fireworks have been issued in various areas of Guangdong.

Guangzhou

Huadu District

On November 30th, 2023, Huadu District released a notice designating areas where fireworks are prohibited. The notice will take effect from the date of issuance and will be valid for five years.

Areas where fireworks are prohibited include: 1. Villages (communities) surrounding Baiyun International Airport, such as Tuanjie Village, Donghu Village, Xiaobu Village, etc.

2. The entire areas of Xinhua Street, Huacheng Street, Xiuquan Street, Xinyajie Street, and Timian Town; and the central area of Shiling Town.

Panyu District

On November 29th, 2023, the People's Government of Panyu District issued a notice to designate the areas where fireworks are prohibited and restricted. Within the areas of Shiqi Town, Xinzao Town, Hualong Town, and Shilou Town, it is only allowed to set off C and D-grade fireworks during the Lunar New Year's Eve, the first to the seventh day of the first lunar month, the Lantern Festival, and the first to the seventh day of the fifth lunar month.

The notice will take effect from the date of issuance and will be valid for two years.

Nansha District

On December 1st, 2023, the People's Government of Nansha District issued a notice to designate the areas where fireworks are prohibited and restricted. The notice will take effect from the date of issuance and will be valid for five years.

According to the notice, fireworks and firecrackers are prohibited throughout the year within the areas of Nansha Street and Longxue Street, as well as on Xiaohu Island and Shazai Island in Huangge Town.

Other areas and locations within Nansha District that are not listed as prohibited areas for fireworks are considered restricted areas. During the whole day of Lunar New Year's Eve, the first and second day of the Lunar New Year, and between 7 a.m. and 12 a.m. from the third day to the fifteenth day of the Lunar New Year, on the Dragon Boat Festival, and Mid-Autumn Festival, fireworks are allowed to be set off. Only C-grade and D-grade fireworks are allowed, while A-grade and B-grade fireworks, as well as sky lanterns, are strictly prohibited.

Zengcheng District

On December 27th, 2023, the People's Government of Zengcheng District issued a notice that within the core area of the Zengcheng Economic and Technological Development Zone and the enclosed area from the eastern bank of Zengjiang River to the western boundary of the Pearl River Delta Ring Expressway and from the northern boundary of the Guangshan highway to the southern boundary of the Jinan-Guangzhou Expressway,  fireworks are prohibited. The notice will take effect from January 1st, 2024, and will be valid for five years.

Jinwan District, Zhuhai

A designated area where fireworks are prohibited has been established in Jinwan District. Setting off fireworks within these areas is strictly prohibited at any time. The prohibited area includes:

(1) The Chemical Industrial Park of Zhuhai Economic and Technological Development Zone;

(2) Areas surrounding Sanzao Town, Hongqi Town, Nanshui Town and Pingsha Town.

(3) Woodland, as well as the fire-prevention areas within a 30-meter distance from the edge of the woodland.

(4) Government, administrative institutions, enterprise units; cultural heritage protection units, scenic spots; transportation hubs such as stations, piers, and airports, as well as railway safety protection zones; production, operation, and storage units of flammable and explosive materials and within a 200-meter radius around them; important military facilities, communication, and power transformation facilities; primary and secondary schools, kindergartens, medical institutions, nursing homes, sanatoriums, markets, public entertainment venues, and trade markets; residential areas; roofs, hallways, balconies, windows, and interiors of buildings.

(5) Other areas where fireworks and firecrackers are not suitable or prohibited by laws and regulations.

According to relevant regulations, C-grade and D-grade fireworks are allowed for sale and personal use in non-prohibited areas.

Gaoming District, Foshan

During the Spring Festival of 2024, fireworks and firecrackers are allowed in the Gaoming District. Eleven firework and firecracker sales points will be set up throughout the district to meet the needs of the residents during the festival.

The specific locations for the sales points are as follows: three retail points in Hecun Street, Yanghe Town, and Genghe Town, and two in Mingcheng Town. There will be a total of 11 firework and firecracker sales points in the district. The plan will last for two years, after which relevant departments of the district will rearrange the retail points according to the actual situation.

Humen Town, Dongguan City

Humen Town is a restricted area for fireworks and firecrackers. The designated time for setting off fireworks is as follows: the entire day from Lunar New Year's Eve to the first day of the Lunar New Year, between 6 a.m. to 11 p.m. from the second day to the fifteenth day of the Lunar New Year, on Qingming Festival, Dragon Boat Festival, and Double Ninth Festival.

Kaiping, Jiangmen

On November 17th, 2023, the People's Government of Kaiping City issued a notice on areas where fireworks and firecrackers are prohibited. The notice will take effect from January 1st, 2024, and will be valid until December 31st, 2028.

The redline boundaries of the prohibited areas start from Zhenhua in the east, extending to Donghui City in the west, from Jingtou in the south to Dongle Village in the north.  The ban also applies to the Xianglong area, part of the Jingtou community, as well as bridges and roads connecting the prohibited areas.

In addition to prohibited areas within the redline boundaries, the residential areas that are already built or will be built in the administrative regions of Sanbu Street and Changsha Street are also not open to fireworks.
